1.Appearance Committee ~ Lori Fitzgerald

• Trying to get the master plan to rehab Peacock Park approved. Includes retaining wall, second “boat” launch, reinforcing the current launch, replacing fencing & adding fence, landscaping, art

• Christmas Decorations: money from LEAF didn’t come in in time this year. ROOST contributed whiskey barrel trees (also helps know where bump-outs are once there is snow). Want to come up with a plan for next year; more festive, more light (extend lights towards Wilmington and Price Chopper)

2. Arts Council ~ Lori Fitzgerald

• Town & Village approved preliminary plan to move forward with art piece of the beach fence

• Want to see if it’s possible to decorate some of the crosswalks on village roads. Would make it a student project and do on streets near parks. Seeing if it’s something we can legally do

• Kate Smith statue: trying to acquire it from the Philadelphia Flyers. Still deciding where to place it. Want to have full story

3. LPBA Social Media/Website ~ Joell Stetson

• Website: Working on moving all the past meeting notes to the website. A reminder that LPBA members can add events to the website; either fill out the form or email Joell

• Social Media: I plan to start Business of the Week again once the New Year starts. Will let businesses know ahead of time so they can give info, promos, etc.

4. ORDA Update ~ Joe Currie

• Olympic Statue is in its new home at Mt. VanHoevenberg by the awards stand

• US Olympic Trails on 12/24 and 12/25. Have posters for anyone that needs one

• Oval on track – TBD on open date. UPDATE: opens 12/23

• Holiday Happenings flyer went out 12/21 and has events through 1/2. If you didn’t get it or if you don’t get the weekly calendar, email jcurrie@orda.org

• The 1932 Rink reopened! Public skating and hockey have both taken place.

• ECACs are in March. They signed a new 3-year contract. 1980 rink will be ready for that; open date TBD

5. ROOST Update ~ Brooke O’Niel

• There is a group of J1 students arriving this week, staying through mid-march. I, with our design time, put together a one-page informational sheet that the hotels now have to give to them to familiarize themselves with the area with things like where to get groceries, where to do laundry, the shuttle schedule, etc.

• We are not going to host the Fun Zone in Mid’s Park this year because of COVID, but I am working on booking Eric Wilson to have music playing in Mid’s Park during Christmas week to make it feel more festive

• Bethany and I are working with a committee for an Olympic Celebration starting February 4 in town. We’re working on ways to get the community involved since there will already be so many travelers here for ESWG. We had our first meeting yesterday and will be meeting again next week to flesh out some ideas that we threw around

• I’m also going to be working with Bethany and ESWG on the Athlete’s Village in Mid’s Park this year

• We have winter Politely Adirondack signage available if anyone needs them for their business. They are available to print on our ROOST Toolkit page and we have some printed at the office that I can deliver

6. Village Update ~ Marc Galvin

• New water treatment plant next year

• A grant was funded for new high-speed car chargers (will charge cars in 30 minutes). Post Office lot would be the ideal location. UPDATE: The grant program for the chargers had hidden costs and we are looking at other options for high-speed chargers in the lot. The company came and laid out the sign plan and we are still waiting for them to come back and install

• New police officer in the academy

• Signs hopefully installed on Main Street this week

•The laws will be on the March village ballot. 1 to opt-out of cannabis bars. The other to opt-out of dispensaries. Village voters will get to decide

7. Holiday Stroll Recap ~ Lori Fitzgerald

• Stroll was a general success this year for our first “post COVID” attempt. We did the best we could at social distancing

• The Skating Party, Jingle Bell Run, and Santa at Mid’s Park had great turnouts.

• Storytime was a challenge, maybe will move next year

• Need to be better informed of last-minute updates so we can relay them to visitors

8. LP23 Update ~ Lori Fitzgerald

• Adirondack Mac was at Stroll; kids loved him. Will be at Olympic Trials

• Will have banners and rack cards for hotels in the next few weeks

Other:

• Register for Mercy Care for the Adirondacks Friendship Volunteer Training

• Chuck from the Police Department will be at the February meeting to talk about “See Something, Say Something”

• The Ausable River Association will be collecting information for their salt survey this coming March

  2. Trick or Treat: No formal trick or treating on Main Street due to construction. Some stores will be handing out candy on Sunday. The LPBA will donate candy to the effort at the Horseshow grounds. 
  3. Appearance Committee ~ Lori Fitzgerald: Presentation on the master plan for Peacock park coming soon. Will include shoreline, dock, sidewalk, and other aspects. Likely virtual so it can be watched at any time. 
  4. LPBA Social Media ~ Joell: approval given for website. 3 years hosting/maintenance on Bluehost is $538
  5. Arts Council ~ Lori: deciding soon of 1st project
  6. Lake Placid Village Stroll: most events are on as normal such as scavenger hunt on main street and craft kits. Letters to Santa box too. More bodies are needed on the committee. email bethany@lakeplacid.com. The LPBA approved $1500 contribution to this year’s event.
  7. ORDA Update ~ Joe Currie: Jumps almost done. Nordic combined trials hosted there on 12/24 and 12/25/21
  8. ROOST Update ~ Bethany Valenze: Travel unity summit coming up. Save 20% on attending using code ROOST. Email pictures to Bethany of the Love your ADK signs at various trailheads. Winter contest coming soon.
  9. Village Update ~ Marc Galvin: A lengthy discussion on banning smoking in the village led to most in attendance being against such a law. Most thought it would be too inconvenient for visitors and workers. Signage and lack of designated smoking areas were also a concern. It was also asked if the new Cannabis law could be challenged as to single out no smoking of cannabis, not including tobacco. The road/sidewalk had to be open far past the work areas in order to connect the stormwater system. The Village is still contemplating opting out of Cannabis sales/smoke bars.
  10. Lake Placid Film Festival ~ Susan O’Brien: Thursday 10/21 opening night. Everyone is invited to the trailer party at High Peaks Resort. 9:00pm release at the Palace of Lucky Cerruti’s slasher movie. Friday night fundraiser for BETA at the LPCA. Family Film on Sunday the Land Before Time. Popcorn included from a grant from the Village.
  11. Other: Partnership with Rotary Club presenting tips and tricks for excel/google sheets: Will let Rotary we support and will promote. Detailed tbd

  2. Appearance Committee ~ Lori Fitzgerald:  Gazebo is in. Usable but not as well built as they hoped. Fixing stain job on it. November presenting plans for power pond and peacock park. Also looking for public feedback on other parks. 
  3. LPBA Social Media ~ Joell: brought up the need for a LPBA website. She will proceed with developing one
  4. Arts Council ~ Lori: Hoping to engage Skidmore to help for next fall with inventory, history, and cost to restore pieces. Working on art for fence at beach. Murals around town? Miracle monument 3 years out. L:P can use Olympic rings because we are a legacy city. Legends of the Oval sign was brought up. Is it being rehung? 
  5. ORDA Update ~ Joe Currie: construction on track. Oval is being poured end of September in ¼’s. Still working on “locals” day to showcase venues
  6. ROOST Update ~ Bethany Valenze: perfecting placid toolkit on roostadk.com CO-Op marketing available for newspaper and radio. Still need to get word out about construction to visitors, people still aren’t aware.
  7. Holiday Village Stroll: needs volunteers and help planning. Bigger than last year.email Bethany to get involved. Hotels needed on committee. 
  8. Village Update ~ Marc Galvin: chain link fence on wall being replaced by custom railing. Granite will be installed on westside first starting at HPR. Hopefully extending to NBT on both sides by Thanksgiving (or as weather allows. Joint town/village public info session on 9/29 in regards to the new Cannabis Law. Press release with details coming soon. Sidewalk repairs throughout the village.
  9. World University Games Update ~ Chris: hiring 120 people many will leave with training to be able to continue helping with future events. Will need 1500 community hosts. 50-75K spectators, 2500 coaches/athletes. 350mil tv views.  Mascot volunteers needed. Speedskating event in March 2022 Beach Volleyball event late August 2022

  2. 2. LPBA Social Media ~ Discussion: Joell from the Golden Arrow going to take on. Looking for creative ways for businesses to help with the effort. Gift Certificates, products etc.
  3. Arts Council ~ Lori: Miracle Monument still under discussion. A possible Olympic Park.
  4. ORDA Update ~ Joe Currie: Status quo for summer. Mountains to Medals campaign starting. Still working on getting a community day planned
  5. ROOST Update ~ Bethany Valenze: 2nd round of leaf 9/1. Flipping sites to fall, encouraging others to do so as well. Free Essex county hiker shuttle running 8/21 – 10/13 on holidays, weekends 7am- 7pm. Masks required.
  6. Village Update ~ Marc Galvin and Art Devlin:

• Redirock wall almost complete. Hoping to pave 8/23 when porous blacktop is available.

• Main Street one way again starting 9/7, Hillcrest will be 2 way though parking on Hillcrest may be limited to help with traffic flow

• 4 crews working throughout fall. Sidewalks and other work should be mostly complete from NBT to #1 main by end of the construction season. That section of road will get a binder coat of pavement (like Saranac Ave). The rest of the street will get a shim coat for the winter.

• Businesses should be able to remain open during sidewalk work. Rubber mats will be used to help with access.

• Parking extended enforcement hours 9am – 8pm beginning soon.

• Freeing up the post office lot What can be done?

• Consistent sidewalks throughout the village were discussed.

• Smoking Ban discussion: A new local law is being proposed banning all types of smoking on village property. Points were brought up that employees and other smokers  should have an area where they are allowed to smoke. Also brought up was whether the village should challenge the state legalization law so that the village could ban smoking of cannabis on village property rather than banning all smoking. The conversation will continue. email Marc at TrusteeGalvin@villageoflakeplacid.ny.gov with other relevant points for discussion 

7. Lake Placid Film Festival ~ Gary Smith: 20th anniversary 10/21 -10/24 Everyone encouraged to attend the trailer party at High Peaks Resort onm 10/21 at 5:30. After part at Great ADK brewing screening of a Lucky Ceruti film. Also attend the Friday night tribute dinner over 80 films will be shown. New site is live. Encouraging businesses to provide coupons for welcome bags.

Appearance Committee ~ Lori Fitzgerald: Gazebo just about ready. Placement is pending. Possible changes to the orange fence at the beach being discussed. Park Inventory underway. Public presentation for Power Pond and Peacock Park with Clarkson recs sometime this fall.

  • LPBA Social Media ~ Tim Robinson: Tim no longer has the time to manage. Executive team will discuss and come up with options. Consistency with posting and voice are important. 
  • Arts Council ~ Lori: Sculpture being moved from Arena to Van Ho with guidance from the artist. Looking to partner with a college to do an art inventory. Coming up with a policy for live music.
  • ORDA Update ~ Joe Currie: Construction on track. Jumps open this Fall. Oval early 2022. Bobsled is back and mountain coaster should be back on track in a couple weeks. Zipline closed waiting for a part. Working on “locals” experience.

Volunteer Groups and individuals still needed. Grant funding still available for 2 groups. Contact Bethany at Roost.

  • IDA Grant Update, NEW round of funding available ~ Lori: Carol presented and a 2nd round of funding is available. New qualifications for businesses impacted by the Main Street project. contact Essex County IDA at info@essexcountyida.com or at 518-873-9114 for questions or an application. Deadline is August 2nd at Noon. 

 

  • Village Update ~ Marc Galvin and Art Devlin : Sidewalk finishing up this week on Saranac Ave. There was some discussion over which side parking should be added to on the hill. Please let us know what you think.

Lower NBT and Post Office Lot bioretention finishing up this week as well. Redi-rock to reinforce and cover the green retaining wall in the NBT lot is delayed. Trench work for power and water will happen in 2 stages, next week in the post office lot.

Village is still looking for public input regarding a Cannabis dispensary in the village. We have until the end of the year to opt out. Not opting out doesn’t mean one will come to town.

Village Update ~ Art Devlin:

• Thank you for patience during disruption.

• Waterline is done. Laterals will be finished by end of June. Saranac Ave: sewer line fixed on a change order.

• Bio-retention will be done in July and August – if this gets done now, it may cut 1 year off the whole project.

• There are talks of a possible dedicated Trolley through the summer from the train station to Main Street and back.

• Main Street will be cleaned up and work halted as of July 1.

• Decision needs to be made about smoking on Main Street; either cigarette and marijuana are both allowed, or both are not. Also need to decide on the presence of a dispensary on Main Street.

Appearance Committe + Arts Council ~ Lori Fitzgerald: 

• Gazebo should be done shortly, afterwhich Brad needs 2 weeks to set up the pad.

• 2 IronMan grants have been applied for so far, a third may also be made. (Lori insert details if needed)

• What was supposed to be the hot dog stand space on Main Street is still a giant hole: There are issues with the property owner and vandalism.

• Fence on Mirror Lake Beach: health dept wants fence up when beach is closed. Appearance committee and Arts Alliance wants the fence to be some kind of environmental art so it’s more attractive and pleasant.

• Arts Council Master Plan approved by Village but not Town yet. 

ORDA ~ Joe Currie:

Lori: FISU is putting up some informational signage to ‘tell the story’ and explain what’s going on with all the construction.

ROOST ~ Bethany Valenze: 

• Putting together individual groups to work on the Destination Mgmt plan. If interested in being part of groups or have individual meeting, reach out to Bethany.

• Ironman race will take place July 25th. Volunteer Registration is open. Must be vaccinated to participate and volunteer. Looking for groups (sports teams, non-profits, etc) to volunteer and Ironman foundation will give $$

• Athlete participation was reduced by 20%. There will be a slight change in the course since the Oval is not accessible. The transition area will be at Northwood school and the finish line probably by Stewarts on Main Street. 

• Horseshow grounds will be used for check in, athlete village, and merchandise tents.

• Municipal lot will not be used.

• All summer events cut participants by 20% and added vaccination requirement. 

• 4th of July Parade and Set the Night To Music fireworks on! Looking for groups for parade participants. Route will change slightly – to be confirmed. Parade start at 5pm; fireworks at 930ish. Volunteers needed to line Main to keep parade moving along. 

• Jim motioned for the LPBA to sponsor July 4th parade for $1,000. Tim seconds the motion.

IDA Grants ~ Lori: 

Very few applications. We had $ for 15 grants but we didn’t get that many.

Roost Update ~ Bethany Valenze:  Perfecting Placid newspaper and radio coop still available, not just for main street. Paper is $25 per week, color, 2 spots. 8 weeks. 5/13 Community call focused on employees, info attached

IDA Leaf Grant ~ Lori: Grant funds available for North Elba businesses through a leaf grant. Public presentation is 5/18, press release attached for more info

Orda Update ~ Joe: Free museum exhibit in conference center, rotating exhibits. Highway open for memorial day, coaster open soon.

Village Update ~ Marc: trusteegalvin@villageoflakeplacid.ny.gov All departments helping in main street project. Working on post-construction parking master plan looking at enforcement, hours, fines, rates etc. with Chief More, Dan K and others. Input is welcome. Also looking for input on the new Marijuana legislation. Email specific concerns to Marc above.

There was concern about the state of the street on Fridays when construction was complete for the weekend. After speaking with Brad about it later in the day he assured me the street is swept and Kabricky is buttoning up for a 2 day break to the best of their abilities. He passed on our concerns about cleanliness to Kabricky. He reiterated that the Main Street upgrade is a major project and the first year in particular will be disruptive.

I also brought up the concern that we were worried about how the street would look for July and August. Brad said there would be an improved surface and very little evidence that we are under a major main street upgrade. 

Village update 2 Heated sidewalks have been vetted and are not feasible in the scope of the main street project for the following reasons: 

  • It isn’t likely that a glycol or electric mat could heat efficiently enough through the granite and base material. Pavers are currently 2 ½ “ thick. The heat would have to get through over twice that thickness.
  • The base for the granite is crushed stone. It is likely damage would occur to any glycol tubing or electric substrate placed in between the base and the granite.
  • Kabricky will not warranty any sidewalk work done if an outside contractor installs heat in the sidewalk.
  • The sidewalk install will move very quickly. There will be little time to put any heating infrastructure in place and the timing to have a subcontractor available in the limited timeframe is unrealistic
  • After a study commissioned by the village, a glycol or electric system installed in the sidewalk infrastructure would use far more energy and be far more harmful to the environment than our current snow removal methods.

Village Update ~ Marc G: seeking input on new marijuana law. please  email thoughts to trusteegalvin@villageoflakeplacid.ny.gov  

Working on getting 2021-2022 parking permits out. Price not likely to change for single users. However, permits will now be available that are transferable to multiple users though the cost will be much higher. These permits are geared towards short-term rentals that don’t have parking but are using single-vehicle parking permits for their guests.

Extending meter hours from 9-6 to 9-8 has been suggested and is being considered. Enforcement in loading zones and permit zones will also be addressed. 

The possibility of building owners putting in heated sidewalks was discussed. Brad looked into the electric mats that the village used at the beach house. This isn’t a viable option for main street as the base for the granite is too deep to be effective. However, a glycol solution like smoke signals has may be a possibility. Brad and Marc will work on it. If possible, it will be the building owner’s responsibility to secure a contractor then work with Kabricky on the details. More info to follow.

LEAF Grant Update ~ Lori: Application submitted.Grant awarded after 3/1. Looking to to get relief out ASAP based on need

Main Street Redesign~ Marc and Lori:

2 subcommittees. Lori is on the marketing committee. Marc is on the communications committee. 

Communications include general info to the public before the start then focusing on day to day communication to businesses, residents and visitors.

Marketing focused on supporting friends and neighbors by continuing to support businesses during construction. “Perfecting Placid” Coop advertising with LPBA and local biz. Promoting the walkability of Main Street.

The attached logo will appear on signage in town and in the gateways leading to town. Let us know if you have any feedback on it.

We will create window clings for businesses to use as well as informational brochures to have on hand. All will have a QR code for updated information as it will change constantly.

Some businesses on the outskirts of Main St. will receive larger informational signage to help people understand that Main st. is open and accessible.

We are also working on a co-op newspaper and radio campaign as well as a social media campaign that we will ask businesses to participate in. 

Other: At an executive meeting last week it was discussed that it would be helpful for businesses to have an idea on hotel capacity to help with staffing, hours, etc. Maybe Roost can help?

2021 LPBA Dues:  Dues are due. If paid by Feb 9th – Pay only $35!! Invoices will be mailed after Feb 9th for $40 to unpaid members. Please use the attached invoice. 

Village Update ~ Art: Electric billing glitch with new service. Bills due at the end of the month. Adjustments will be made on the February bill.  Main Street reconstruction moving forward. Main Street group will start to meet again tbd. Also 2 separate groups one on marketing and one on business communication will be formed.

Orda update ~Joe: Whiteface will sell out on weekends. More lift tix available as more terrain opens Limited mountain coaster tix available day of.

Roost Update ~ MJ: 2021 marketing plan pending board approval. Separating email list into interests. Targeted marketing. Currently, no $ being spent towards paid promotion. 

Appearance Committee Update: Gazebo near public beach likely moving forward with a different outfit out of Westport.

LP Road Salt Group ~ Marc: Best practices handout being finalized. Letters sent to property owners using styrofoam docks on Mirror Lake cautioning that they are deteriorating and polluting the lake. 

LEAF Grant survey ~ Lori: Please fill out the survey linked in this recap. Essex County IDA looking to apply then distribute funds to businesses in need.
